CALL TO ORDER

The Board meeting of the Columbia Irrigation District was reconvened by President Shawver at 1:00 pm.  Present at the meeting were:

KID Electrification
Chad Stewart from the Bureau of Reclamation was invited to speak to the Board about the proposed KID electrification of their pumps at Chandler Dam and what impact, if any, it could have on CID’s senior water right.  He explained that the electrification will not allow KID to exceed their water entitlement.  It will not impact CID’s senior water right although it is possible our ability to divert at Wanawish Dam due to low water level could be impacted.  The District will have the opportunity to comment on this in an Environmental Impact Document.   He encouraged the District to attend the Integrated Planning Workgroup meetings which are held quarterly at different locations and are open to the public.  The schedule is on the Department of Ecology website.

City of West Richland Utility Meeting
President Shawver reported on the March Utility Coordination Meeting held by the City of West Richland.    The City expressed concern that water may be leaking from the CID canal near Grant Street and 38th Avenue. They have received several calls from a resident of water seeping into his crawlspace.  The District has asked Gary Weatherly to investigate to determine if the canal is leaking.  President Shawver informed the Board of a new development in the planning stages to be constructed near Cherry Hills Subdivision.  The developer is installing the infrastructure and will turn the maintenance over to the District once completed.  A Local Improvement District will need to be established.

The Board discussed the need for Directors to have business cards.  Director Gose motioned for business cards to be purchased for the Directors and Office Staff.  The motion was seconded by Director Thackham.  Motion approved.  The Office Manager will contact Bettendorf’s Printing for pricing.

Attorney
President Shawver stated the District has received a Statement of Qualification from Anna Franz of Lemargie Kenison Franz and Whitaker in Ephrata.  Jeffrey Sperline of Sperline Raekes PLLC in Kennewick has also expressed an interest.  He will send a Statement of Qualifications.  Interviews will be held Friday March 16, 2018 if Ms. Franz and Mr. Sperline are available to attend.

Manager
The Board chose candidates for interviews to be held on Friday, March 16, 2018.

Policies
The Board discussed and revised the draft Managers Job Description and Policy.  It was agreed to combine the Managers Job Description and Managers Policy into one.  Director Gose motioned to compensate Director Thackham for policy preparation at the board meeting rate.  Director Ayde seconded the motion.  Motion passed.

President Shawver recessed the meeting at 4:23 pm and will reconvene on Friday, March 16, 2018 at 1:00 pm.
