The Board meeting of the Columbia Irrigation District was called to order by President Shawver at 1:00 p.m. Due to COVID-19 restrictions the public was invited to attend remotely.  Present at the meeting were:

Minutes of March 19, 2021
Director Thackham motioned to approve the minutes of March 19, 2021 as submitted. Director Ayde seconded the motion. Motion carried.

March Vouchers

Voucher 01 Reimburse Revolving Fund $123,036.52

The Board reviewed and discussed the March Vouchers. Director Thackham motioned to approve the vouchers as submitted. The motion was seconded by Director Martin . Motion carried.

February Financial Statement
The Board reviewed and discussed the February Financial Statement.

Work Orders by Division
The Board reviewed and discussed the work orders in their respective divisions.

DNR Property/Clay Pit Update
Mr. Flynn stated he is still waiting to hear back from DNR about the survey.

Policy 4.7 – District Receipt of Foreign Water
Mr. Flynn recommended a very generic policy initially, stating the District does not allow foreign waters to be accepted into our canal system. The Board agreed. Mr. Flynn said he will continue to gather information on the subject.

Boundary Changes
Mr. Flynn stated that after further discussion with Mr. Sperline, he recommends the District follow the RCW governing boundary changes and provide staff with a list of what criteria the Board will consider when making a decision on the approval of Add Lands Petitions submitted to the District. Mr. Flynn stated he has provided a petition to Knutzen Engineering to be completed and returned for the property Mr. Bush has requested to add.


Operations Report
Mr. Flynn reported on the effects of the recent windstorm. The District removed several downed trees. Operations staff were dispatched early enough they were able to catch potential issues before they became a real problem. Due to the amount and weight of weeds pulled from the screen at the Divide the fence was pushed down. The District will reconfigure the gates around the divide to allow for an excess of weeds. Mr. Flynn and Mr. Ingraham reported on the progress of water start-up. Mr. Flynn and Mr. Weatherly reviewed the operation of the new level sensor at the dam and how the data collected can be used. A bathymetric survey was completed today to search for a possible new location for our headworks. Mr. Flynn has a telephone conference scheduled with a representative from the Yakima Nation to see if they have any interest in partnering on the project if it would provide any benefit to them.

Joint Board Meeting
President Shawver and Director Martin reported on the Joint Board Meeting held on March 26th. There is a meeting scheduled for the Lower Yakima River water users on April 12th.

President Shawver stated there may be an executive session added to the agenda of the April 16, 2021 meeting to discuss potential litigation. He also suggested the Board participate in a review of Roberts Rules of Order at the next meeting.
