CALL TO ORDER
The Board meeting of the Columbia Irrigation District was called to order by President Shawver at 1:00 p.m. Due to COVID-19 restrictions the public was invited to attend remotely. Present at the meeting were:

APPROVAL OF AGENDA
Director Martin motioned to approve the agenda as submitted. Director Ayde seconded the motion. Motion carried.
Minutes of July 1, 2020
Director Thackham motioned to approve the minutes of July 1, 2020. Director Martin seconded the motion. Motion carried.
Mr. Flynn reviewed a letter received from Mr. Frank McGowan addressed to the District Manager and Board of Directors regarding his private irrigation system on Sand Hill Drive in West Richland (copy attached) McGowan Letter. He also reviewed the letter drafted in response to Mr. McGowan’s questions. Mr. Flynn will redraft the letter to include suggestions from the Board and send it out.
Mr. Flynn stated WSWRA is again working on edits of their draft of the election bill in case it is needed. The National Pollutant Discharge Elimination System (NPDES) Permit used by irrigation districts will not likely be renewed this year. It is possible Copper Sulfate will not be allowed starting with either the next permit or the following one.
The Board reviewed and revised the following policies:
Policy 1.2 – Proposing, writing, formatting, authorizing and revising Policies and Procedures
Policy 3.0 – Records Management
Policy 3.2 – Capital Assets
Policy 3.3 – Capital Improvements
Policy 4.2 – Protection of CID Rights-of-Way and Easements
Policy 4.3 – Protection of Pipeline Easements
Policy 4.4 – Utilities Crossing CID Property-Design and Indemnification
Mr. Flynn will incorporate the changes and present them at the August 7th meeting for approval.
Mr. Flynn stated the next Joint Board Meeting is Friday, July 24th at 9:00 am. Director Martin asked about the status of the reservoirs. Mr. Flynn said the reservoirs are at eighty-five percent capacity and storage control was reached on June 27th. Director Martin also asked the status of the Chiawana Orchard acreage discrepancy. Mr. Flynn replied we are still waiting on the County to give us updated information. Director Thackam asked about grant application status. Mr. Flynn stated he is waiting on letters of support he requested. Once those are received he will submit the applications to the Bureau of Reclamation.
President Shawver adjourned the meeting at 3:32 p.m.
