CALL TO ORDER
The Board meeting of the Columbia Irrigation District was called to order by President Shawver at 1:00 p.m. Due to COVID-19 restrictions the public was invited to attend remotely. Present at the meeting were:

APPROVAL OF AGENDA
Mr. Flynn added the Bid Opening to the Agenda under New Business. Director Gose motioned to approve the agenda as amended. Director Thackham seconded the motion. Motion carried.
Minutes of March 5, 2021
Director Ayde motioned to approve the minutes of March 5, 2021 as submitted. Director Martin seconded the motion. Motion carried.
The update was tabled until the April 2, 2021 meeting.
DNR Property/Clay Pit Update
Mr. Flynn stated he shared the survey with DNR and is waiting for a response.
Policy 4.7 – District Receipt of Foreign Water
Mr. Flynn provided the Board with the first draft of Policy 4.7. After a preliminary review, the Board tabled further discussion until the April 16, 2021 meeting, after they have had a chance to review it.
Policy 3.7 – Boundary Changes
Mr. Sperline reviewed Title 87 regarding the boundary change process. The RCW states a petition must be submitted for the Board to review and determine if it is in the best interest of the District. Mr. Sperline and Mr. Flynn will meet and discuss whether criteria for the Board to follow when presented with a boundary change is necessary.
Mr. Flynn reported that winter projects were nearly complete. The Lateral #2 Liner Project is complete, and the cracks have been sealed with a new product the District is testing out. Water will start on Sunday, March 21st. Mr. Flynn will prepare a tentative schedule for turning on pump stations.
Joint Board Meeting
Director’s Shawver and Martin reported on the Joint Board Meeting of February 26th. The next meeting will be held on Friday, March 26th. There will be a meeting of Lower Yakima River water users on April 12th.
Mr. Flynn opened the bids received for surplus office furniture and equipment. All surplus items were posted on the website and an ad was placed in the Tri-City Herald to notify the public. There were 21 items posted consisting of, four desks, three bookshelves, two tables, eight chairs, one three drawer filing cabinet, one box of miscellaneous flip phones, cases and accessories, audio system with amplifier, old phone system including five desk phones and one conference phone, two computer keyboards, two sets of computer speakers and one set of small marine speakers. The District received bids on three bookshelves, two desks, two chairs, flip phones with cases and accessories, two computer keyboards & speakers and one audio system with amplifier. Total receipts from the auction were $101.00. Items that did not receive bids will be disposed of.
