CALL TO ORDER

The Board meeting of the Columbia Irrigation District was called to order by President Shawver at 1:00 pm.  Present at the meeting were:

APPROVAL OF AGENDA

Director Ayde motioned to approve the Agenda as submitted. Director Thackham seconded the motion. Motion carried.

OLD BUSINESS

Minutes of November 1, 2019
The Board reviewed the Draft Minutes for November 1, 2019.  Director Thackham motioned to approve the minutes as submitted. Director Ayde seconded the motion.  Motion Carried. 

NEW BUSINESS

Operations Report

Mr. Flynn showed photographs of the work being done to prepare for liner installation on the Upper Main Canal. Director Martin asked whether the cracks had been sealed on the Duportail Bridge Flume. Mr. Flynn stated a repair procedure was submitted by Apollo which the District approved. Mr. Flynn will follow up on this.

Certificate of Election

Director’s Ayde and Martin were the only candidates to submit “Petitions of Candidacy” for their Divisions and therefore being unopposed, retain their seats on the Board. 

Budget Preparation Review

Mr. Flynn presented a review of the budget preparation process and answered questions from the Board. He also reviewed accounts the District has with the Benton County Treasurer. Possible benefits of switching from a fiscal year to a calendar year were discussed.

DIRECTOR DISCUSSION

President Shawver reminded the Board of the WSWRA Conference being held December 4th through December 6, 2019. The December Board Meeting will be Wednesday, December 4th at 9:00 a.m. The next Yakima Joint Board Meeting is scheduled for Friday, December 13, 2019 at 9:00 a.m. Director’s Martin and Gose will attend the meeting with Mr. Flynn. The Board reviewed an issue with a patron regarding a proposed short plat that was denied approval by the District.
