CALL TO ORDER
The Board meeting of the Columbia Irrigation District was called to order by President Shawver at 1:00 pm. Present at the meeting were:

APPROVAL OF AGENDA
President Shawver added an Executive Session to the Agenda after the Approval of Agenda. Director Ayde motioned to approve the Agenda as amended. Director Martin seconded the motion. Motion carried.
President Shawver moved the meeting into Executive Session at 1:02 p.m. for ten minutes to discuss potential litigation and a personnel issue. At 1:12 p.m. the session was extended for five minutes. President Shawver moved the meeting back into Open Session at 1:17 p.m.
Minutes of October 4, 2019
The Board reviewed the Draft Minutes for October 4, 2019. Director Martin motioned to approve the minutes as submitted. Director Gose seconded the motion. Motion Carried.
Operations changes were discussed in Executive Session.
Mr. Flynn reviewed Resolution 2019-4 – list of surplus equipment. (copy attached) Director Thackham motioned to approve Resolution 2019-4 with a $6,000.00 reserve at auction for Vehicle #46 (1993 F450 Crane Truck). Director Martin seconded the motion. Motion carried.
Webinar – Effective Communication & Conflict Resolution Skills
The Board viewed and discussed the webinar. Budget procedure review was scheduled for the meeting of November 15th and policy review for December 20th. Mr. Flynn informed the Board; the District will be implementing electronic time sheets with a GPS location function. Mr. Flynn handed out copies of a Draft Electronic Tracking Technology Policy to the Board to review.
The Board discussed upcoming meetings with the Department of Ecology on October 24, 2019 and the Yakima Basin Joint Board Meeting on October 25th. They also reviewed the acreage breakdown of the District.
President Shawver adjourned the meeting at 2:57 p.m.
