CALL TO ORDER
The Board meeting of the Columbia Irrigation District was called to order by President Shawver at 1:00 p.m. Due to COVID-19 restrictions the public was invited to attend remotely. Present at the meeting were:

Director Martin motioned to approve the agenda as submitted. Director Gose seconded the motion. Motion carried.

Director Thackham motioned to approve the minutes as submitted. Director Martin seconded the motion. Motion carried.
Dave Parella – Right-of-Way Update
Mr. Parella has requested to be on the November 6, 2020 meeting agenda.
Paul Werner – Survey
Mr. Flynn reviewed the documents used in the survey of the right-of-way abutting Mr. Werner’s property.
Tree Removal Bids
Mr. Flynn reviewed bids received for tree removal on the canal right-of-way abutting Mr. Werner’s property. The District has received three bids and is awaiting one more.
The Board discussed the current moratorium on water right relinquishment. Mr. Flynn reviewed comments received from the District’s attorney. The discussion focused on how to formalize and clarify the District’s stance of disallowing the return of irrigable acres to the District by landowners. Director Thackham motioned to have Mr. Flynn draft a resolution formalizing the District’s stance of disallowing relinquishment of irrigable acres. Director Martin seconded the motion. Motion carried.
Mr. Flynn reviewed the District’s water diversion for the year. October, November, and December are predicted to have above average precipitation due to La Nina. The Department of Natural Resources will submit a draft of the Intent to Purchase for the District to review. It was noted at the last City of West Richland Utility Coordination Meeting that another large piece of DNR ground in the District, located by Tapteal Elementary, is preparing to be sold.
WSWRA Conference Attendance
This year’s conference will be completely virtual and will take place December 2nd through the 4th. The fee for attendees is $200.00 per person.
Report on Tri-City Regional Water Priorities Meeting
Those attending the meeting from the District were Director’s Shawver, Martin and Mr. Flynn. The group represents the interests of the Lower Yakima River and included representatives from area cities, ports, conservation, and irrigation districts. This first meeting allowed attendees to hear the concerns and water challenges faced be each group.

Director Thackham motioned to approve the items listed for surplus. The motion was seconded by Director Martin. Motion carried.
President Shawver reminded Board Members that Petitions for Nomination are due by November 2nd. Mr. Flynn notified the Board that Conservation District’s rules will likely change to require an election even if the Board Member is unopposed.
President Shawver adjourned the meeting at 2:08 p.m.
